Explanation
Underdetermination is the fact that linguistically encoded wording often does not by itself fix the fully understood or asserted content. Reference, temporal location, comparison standards, unspoken arguments, and communicative intentions are supplied from context and background knowledge. The need for supplementation does not make every interpretation equally good: grammar, shared situation, relevance, and evidence constrain the space. The conceptual movement first isolates encoded material, identifies open parameters, and reconstructs transparently which contextual inferences produce the specific content.
Movement of thought
1. The explicitly encoded semantic contribution is determined as economically as possible. 2. Open references, times, comparison classes, and unspoken roles are identified. 3. Situational knowledge and discourse history provide candidates for contextual completion. 4. Alternative completions are weighted by grammar, relevance, and available evidence. 5. The analysis separates necessary interpretation from free speculation and downstream inference.
Scientific use case
Pragmatics, philosophy of language, legal linguistics, and human-machine communication study underdetermination through context manipulation and interpretation judgements. Documentation should separate encoded content, pragmatic enrichment, and further implicatures.
Example
While packing, someone says, “That is too heavy.” Full understanding requires a purpose such as carrying, shipping, or shelf load. The shared activity determines the unspoken standard.
Counterexample
The possibility of inventing several continuations does not establish relevant underdetermination. If grammar and context uniquely settle interpretation, or additional information is merely a later inference, encoded content should not be artificially impoverished.
Distinction
Distinguish underdetermination from vagueness, ambiguity, ellipsis, and conversational implicature. It is the general gap between encoded material and contextually determined utterance content.
Effect on thought and perception
Underdetermination makes communication efficient because shared parameters need not all be spoken. It enables flexible adaptation but creates risks in remote contexts, legal texts, and automated interpretation.
Resonance
Wording sketches only part of meaning; the situation completes its open lines. Understanding arises where linguistic form and shared context interlock.

Historical background
Locke compares speakers who attach different collections of observed properties to the word gold. A shared sound does not guarantee that their associated ideas coincide, even when each believes the word is familiar. This gives historical background for underdetermination in interpretation: the expression alone may not settle which conception a participant intends. The Atlas should distinguish this problem from a scientific theory being underdetermined by evidence or from a formally incomplete specification. Locke’s internalist account is a philosophical position, not current experimental proof about lexical access. The historical witness makes a concrete communicative problem visible and motivates asking for context or clarification. Direct later theory must establish which underdetermination sense is intended and how its English terminology developed.
How conceptual history changes the analysis
Underdetermination is precise only when it states what fails to determine what. In conversation, context and clarification may constrain competing readings without establishing the underdetermination of a scientific theory.
